As promised, the U.S. Department of the Treasury has made the American Rescue Plan Act (ARPA) Coronavirus State and Local Fiscal Recovery funds available within 60 days of the passage of the legislation. User-friendly access, guidance, and a link to state and local governments’ funding allocations are available on the U.S. Treasury website.

On that site, you’ll also find guidance on allowable uses of funds which are rather broad in comparison to the CARES Act funding for State and local governments, and include premium pay for essential workers, sewer, water, and broadband infrastructure, and governments services to the extent of lost revenue. While allowing for more expanded uses, the guidance does describe a number of restrictions and conditions for the funding.
States, counties/parishes, and metropolitan cities can apply to receive their funding directly from the U.S. Treasury. Non-metropolitan cities (population less than 50,000) will receive their funding through their respective states. In Louisiana, that funding may be provided through the Louisiana Department of Administration or another executive branch.
